Big E says he wants to make up for lost time and taking out the man who’s beaten his two comrades and becoming IC champ again will do just that.
At SummerSlam it is a pure hoss BRAWL but GUNTHER survives a Big Ending and barely clings to his title after choking the life out of Big E and hitting a splash for good measure.

GUNTHER essentially declares war on Monday Night Raw, saying that it isn’t enough to reclaim glory, for the sake of wrestling itself, IMPERIUM must establish itself as THE most dominant faction in wrestling, and that means laying waste to the rest of the lot on Raw. Riddle says his joining og IMPERIUM happened to prove he isn’t a joke and that GUNTHER was right, he had his worst tendencies exploited by “his old friend” and it won’t happen again.
At the Royal Rumble, IMPERIUM conquers. Vinci and Kaiser dethrone current tag champs DIY, Riddle beats Big E to unconsciousness to take the IC title and, after another incredible performance, GUNTHER last eliminated BROCK LESNAR after a hellacious final sequence to win the prophetic match and call his shot for WrestleMania… Against Seth Rollins.
**WrestleMania XL Night 1**
Rollins retains his title in the chamber match, but is swarmed by IMPERIUM. It is at this point that Seth rails against GUNTHER, saying that he fought too long and too hard to have the freedom on Raw be ripped away by another stable, and that he has his own back up to ensure the future of WWE is safe. These would be recent call ups that represent the future: former NXT champ Carmelo Hayes, Rollins’ star pupil Nathan Frazer… And the man who slayed GUNTHER once before, **ILJA DRAGUNOV.** GUNTHER picks apart their makeshift team, saying that Rollins is no different from him except that he just wants himself to prosper, while IMPERIUM, while harsh, is for PROFESSIONAL WRESTLING.
At Mania, IMPERIUM maintain their vice grip on Raw as Vinci and Kaiser retain their titles against DIY, FrazeMelo and The New Day in a ladder match, Riddle retires Randy Orton to retain the IC title, and, after an instant classic chock full of run ins and incredible wrestling, GUNTHER ascends and dethrones Rollins after a valiant effort when Ilja accidentally nails Rollins with Torpedo Moscow, leading to a powerbomb and a 3 count. The show ends with IMPERIUM posing on top of the ramp, staring down the recovering Rollins being helped by Melo and Nathan, as well as Ilja who stares directly down at the sight of his nightmares, desperate to end it on his own.

Title. I’ve been stuck at a restaurant bar that trained me from scratch and I feel like I’ve hit a wall with what I can learn there. I’ve heard that a hotel near me needs bartenders but I want to make sure I’m prepared before I go in. I can make the common shots and cocktails (the teas, margs, old fashioned) all day no problem but when it comes to drinks that introduce vermouth and different bitters, even stuff like mint, I don’t even know what’s popular or necessary to learn beforehand
Any tips?

My 6 months old collie hates nail trims and will only let the groomer do them. I don’t know why, I don’t think anything aversive happened to her. We got her at 8 weeks and did lots of feet touching and desensitization from the get-go. She did okay with wearing booties in the snow, took some coaxing but it wasn’t traumatic. When she was very tiny I managed to get 1 or 2 nails a day with a lot of distraction and treats. Now me and my mom can’t even do that.We took her to the vet and they couldn’t even do her nails, she was too upset. Last time I tried to do them, I got bit (entirely my fault, I pushed her too fast, I had HV treats and tried to confidently just go for it, she wasn’t having it). She is an angel for the groomer in all ways (nail trims, file, and paw pads shaved!), and thank god, but I don’t know what else to do except hope it gets better.
Here’s what she’s generally okay with, and I use highest value treats (like cooked chicken). I don’t do these things daily, but we started working on this regularly 3 months ago:

• Putting my hand on her foot
• Touching nails
• Nail clipper touching top of foot and nails
• Dremel turned on near feet
• Laying on her back, in between my legs, but not touching feet.

I show her the nail clipper, do a click or say ‘good’ and give treats. For a few weeks there, I carried the nail clippers in my pocket and would randomly show it to her, open it and close it, say good, give a treat. I don’t think she hates the clippers or has a negative association, we just can’t get seem to further than this. Also, her energy level doesn't seem to make a difference.
She still hates:

• Holding her paw. Including having her paws wiped or the command ‘shake a paw’, she tries to pull away. With 'shake', I try to hold it for as long as she’ll let me when she gets a treat.
• Putting the nail in the clipper. I've tried not even picking up her foot, she still wasn't having it.

I think if she perceives something as forceful, it sets her off and she gets upset. Teaching her to be happy having the harness put on took 3 months of daily training, and I still use a lure, same with hair brushing; however, she’s now conditioned to be excited for these things before even seeing the treat so we’re on the right track. Similarly, she’s fine with collar grabs, being picked up, and those kinds of things. She can be very sassy, but she’s not aggressive about anything else except the nail trimming. I have hope I can get her to be content with nail trims but I feel lost as to how and I'm afraid a day may come when she no longer lets the groomer do it, or it'll come out in another way like not letting the vet draw blood. I appreciate any ideas or thoughts.

The only thing good about this is the work from home aspect. I work for a ridiculous corporate hotel chain. I work every damn day and can barely afford my 1200 dollar rent in a shoebox fire trap apt. Every other day I get emails for minor infractions, coachings every fucking week excessive micro management. 1. For the super caustic pee, you basically pee the strongest acid/solvent on earth nothing can stand it. BUT you don’t feel pain peeing or burn your genitals off when you pee or any of your own skin if it drips on you. Hi. So I've been trying to play through the Wrath of Thunder campaign for Viggen in DCS and can't complete it. I get to the part when the choppers are spotted near the village nearby. I kill all the helicopters (or at least enough of them to get to the next dialog part). I'm asked to go back to my patrol station, cargo plane is asked to go and land in Batumi. After this, nothing happens at all. If I land in Batumi I get a draw score. What am I doing wrong here?

TLDR: Sharing my recent experience getting an urgent passport appointment at the Seattle Passport Agency for our 7mo baby. Got an appointment with help from local congressperson and picked up the passport the day after the appointment. Relatively easy.
Long Story: I found out we needed to travel internationally within the window that requires an urgent passport appointment. We live in the greater Seattle area so I wanted to get an appointment at the downtown Seattle Passport Agency. -Travel departure date: 5/13/23 -4/24: reached out to my local congressperson’s office via email with required consent form requesting assistance getting an urgent appointment at the Seattle agency (learned this tip on Reddit). A caseworker called me within 10min (!!!) of me sending email and said they would call their passport office direct line on my behalf on 5/1. It sounds like they have a different number than the one with the constant busy signal. -5/1: Since I’m a worrier, I called the caseworker to confirm they had reached out to the agency and they confirmed they were just waiting for a call back. They acted like it was no big deal and they should hear back in 2-3 days. -5/4: I called to follow up again and the caseworker emailed me my urgent passport appointment details for 5/8 at 10:30am. -5/8: We arrived at passport office at 7:40am. I was aiming for 7:30am, but in classic baby fashion we had a diaper blowout on the way. I was worried about wait times so we brought our stroller and baby carrier and lots of toys and pacifiers. Stroller had to be collapsed and put through metal detector (if yours fits in the airport one it should be fine). They let me keep baby in the carrier. Got upstairs at 7:50am and our paperwork was collected and we left the office at 8:10am. They didn’t seem to care we arrived early for our 10:30am “appointment time”. They told me to come back after 12pm the next day to pick up the passport. -5/9: arrived at 2pm, no security line wait. Picked up the cutest baby passport ever and original birth certificate document within 5min of arriving. Parked in the “SP+ Parking” garage on Jefferson between 5th and 6th, and because I was so fast at getting back to the car, it was free!
Things that helped this go quickly: 1. I had a paper clipped packet for each passport requirement (I.e. application paper clipped together, copies of parents IDs paper clipped together, proof of travel paper clipped together, copy and original of baby’s birth certificate, etc.) and all of these packets in a folder. The woman helping me was training someone else and told her this was the gold standard lol. Read the requirements online and double check EVERYTHING. Print everything single sided. 2. I had multiple passport photo options for her to choose from. Taking a baby’s passport photo is nearly impossible, ha. She appreciated this and it saved me a trip downstairs to the photo printing service in the café and having to go through security again with a baby.

I envisage they are in a relationship together (or just co-workers but with major chemistry between them) so it was a shock to the system for my character to see your character being cosy with the target [This could potentially be a bit of a love triangle trope since your character could get entangled with the target and the target’s world].
I’ve left the idea quite vague since I want to brainstorm a solid storyline together with any partners interested in this idea.
My details: I’m 29, I prefer to roleplay on Discord since the organisation there with servers etc are great.
I only roleplay in third person while I prefer having realistic face claims since it’ll help visualisation. I write around 3 to 4 paragraphs usually, can be more.

Hi All, just ranting.
Let's talk about temp work, shall we? I have worked quite a few temp jobs since graduating from college because they are always quick to hire and it allows me to gain experience in many different jobs. Some of these jobs have been fine, but others have really really sucked because I was the temp and I want to talk about it.
In my experience, temps are often brought in to catch up on work that the existing team has not been able to catch up on. This has been the case for nearly every position I have had. My first job, the woman who was supposed to train me refused to because she was so angry that they brought another person in. My current jobs is a similar situation, where none of the people do anything all day, and I have taken on a lot of the work. I won't get responses for DAYS from the other people on my team. But, I am the one that gets a message when I don't respond to an email with 5 minutes or miss a slack message.
The best part of temping is being excluded from the benefits of working on a team. I am not talking about healthcare, retirement, life insurance, etc. I am talking about being excluded from a pizza partly for HITTING TARGETS THAT I DIRECTLY HELPED WITH that happened in the conference room down the hall. Or the "free pie" for thanksgiving that temps were excluded from. There was one company that myself and another temp were excluded from getting to leave early and go to a company outing that was literally in the first floor of the building. Before the rest of the team left, our team lead came to us and said that if we left early, we would be fired. At that same job, the temp I was working with interviewed to be full time in the job he was already doing and they told him he wasn't qualified. Despite doing the job for over 6 months at that point.
All of this sucks and makes you feel like less than a human. My current job has been promising me that I will be transitioned to full time. This "promise" has been happening since January. I check in every week, and get the same shit every week. I don't particularly love this job, but it is with a very secure company with great benefits. How long am I supposed to hang on until I move on? I have been applying for EVERYTHING, but haven't gotten any real leads. I have interviewed, but nothing has been materializing. I could switch temp jobs, but I also know that my agency moves slowly when you voluntarily quit an assignment and I am nervous about financial insecurity.
Why do they get to treat people like this?? I have been told that I am integral to the team. As I said before, I have been working so hard on this team trying to prove myself. Nobody does any work, so if I quit they would be SOL. I know this is how the world works, but I hate feeling like trash everyday.

I’ll do my best to keep this short. I got pickpocketed on my way home from a bar in Shinsaibashi a few days ago. They took my phone out of my bag pocket in the elevator, which had my credit and debit cards. My husbands phone was also stolen. They used all my money on my debit within 2 hours (thankfully didn’t have much in that account) and I was able to stop my credit card right away because I noticed my phone was gone about 5 minutes after getting off the elevator.
The people I’m pretty sure who did it are foreigners, who speak English and there were 3 of them in the group. I know this because they were the only other people in the elevator with me besides a few friends and my husband. One stood in front of me and started a convo with me while the other two were behind me. I’m assuming this is how they did it.
Fast forward to today. I was able to get a new phone but like I said they charged my debit and tried to charge $1,000+ multiple times on my credit also.
After they weren’t able to get any more money for me I got an email from my Amazon account saying that my purchase for about 1,300 dollars had gone through (luckily it’s paidy which allows me to pay the next month. I’m disputing it now) and that night a package came. It was a new iPhone. In a “gift” wrapping that said happy birthday with my name on it. It’s infuriating and scary at the same time.
The police didn’t do anything but file a report and say i couldn’t report as stolen as I “didn’t see them steal it and I could have dropped it somewhere within the few minutes I was on the elevator and someone could have picked it up) so I ended up reporting as lost.
We were able to locate my husbands phone on find my iPhone and it showed that it was in a hotel in that area. We called the hotel to ask and they said they didn’t receive it. Called the police to say we have the location of where it is and they said they couldn’t do anything.
Didn’t want to give up, we went to the hotel and asked again and gave a description as that was all we could do. Went to the closest police station that was literally a 2 min walk away and they said they couldn’t do anything. I showed them my phone and said it’s right here in this hotel. I understand they can’t do anything so I asked ok, if they leave the hotel and I know their location, can I call and have someone check for me? They said no. Then I said ok, if I’m there and know exactly where the person is, right in front of me, can I call you guys to come? And they said we can’t just search them without proof. (Although they do to people all the time and even the koban we made the report at said they can)
I was frustrated and said if I’m there and they are the exact location on my find my iPhone and I SEE IT IN THEIR HANDS, then can I call for a policeman? And they basically said there’s no way I could be sure but to come to them to “report what I think. “
So the moral of the story is be safe out there guys, people are shit and the police here don’t do shit. :) :,)

We seem to be at another crossroads in the Resident Evil universe. RE4R is making everybody and their grandmother ask "Where does Capcom go with the series next?" And there have been a lot of cool ideas thrown around. So I asked myself "If I had the power to make that decision, what would I do? What would I try to accomplish with the next game?" Here is what I came up with:
While I would warmly welcome a C:V remake, I know that game is not the most popular among the lot. RE5 can at least brag about selling really well, so that remake is a bigger possibility. Meanwhile C:V's sales were mediocre even for its time, and its story can be largely ignored by the main timeline. ALL OF THAT SAID... I see real potential for a BRAND NEW RE experience to emerge from this largely disregarded chapter.
The premise is simple - The story would follow Claire's search for her brother Chris, and take place before the events of C:V. Specifically, for those who remember the cutscene at the very beginning of C:V, it'll be about Claire's infiltration of Umbrella's Headquarters in Paris that ultimately leads to her capture (and the beginning of C:V). The bounds of the story would be relegated to just one high-rise building where Claire would have to navigate and fight her way from the bottom to the top to find the answers or leads she's looking for (with some typical RE twists thrown in for good measure, of course). Think RE meets Dredd/The Raid.
Gameplay-wise, it would be the return of over-the-shoulder 3rd person perspective, with RE4R stealth mechanics mixed in to a greater degree. Because Claire will not be just a female version of RE4 Leon, and therefore not nearly as well-trained for combat*, the conflict of her vs. an entire skyscraper of monsters and tricky traps and security systems necessitates a greater emphasis on stealth and defense mechanics. So, for instance, Claire would have more than just a knife for stealth combat. Perhaps she'd have a taser, a crossbow, and other quiet weapon options, with a grenade or two for those desperate moments, a la RE1 Remake. (Got more/better ideas? Let's here them!) She can still find other weapons along her journey, BUT...
The game would also feature environmental puzzles heavily, many of which would involve contextual tools and weapons. By this I mean two things: 1) the purpose of the contextual weapons would be to integrate them more into puzzle solving and not so much combat or weapon accumulation, and 2) that integration would ideally force developers to be more creative with their puzzles than just doing more of the same [Find correct key for correct lock] stuff. In terms of designing environmental puzzles, the RE series should venture away from the Zelda-esque Lock/Key/Hidden Switch mechanic and towards more interactive and thoughtful mechanics like those found in the new God of Wars or even the Hitman series (IMHO). Ever since the RE series did away with fixed camera angles I find its best puzzles to be the ones that test the player's spatial awareness and attention to detail. And those are the kind I think would best fit this fictitious game's environment.
RE4R seems to come across to a lot of us as an accumulation of the variety of things Capcom learned from making RE7, RE2R, and the other recent entries. So I think it's safe to say that RE developers are trying to hone in on what goes into making the most balanced RE experience possible. The "problem" as I see it is that the answer is probably not going to be in another remake - even if that remake is well liked. It'll have to be found in a new chapter.
I think the premise I laid out would be a really good balance of all my favorite aspects of RE games, including story, careful combat, environmental puzzle solving, and survival horror mechanics. But hey, that's just me. Do you guys prefer the more combat-heavy RE games? Do you think the wacky Lock/Key mechanic is a must-have? Let's discuss.
*We all know Claire can hold her own in a fight, but Leon had literally years worth of world-class training to "justify" the things he could pull off in RE4. Even with the experience she has in the world of RE there's no way developers could convince *me" that Claire could or would be as deftly soldier-like as him. I mean, at least Jill was a member of S.T.A.R.S. for crying out loud.

I am not sure what can be done at this point so just ranting here.
I had to travel to the main campus for a doctoral written exam, and because I had to use a train to get there, I had to be in the city a day before the exam date (the exam was in the morning and there waas no way for me to get there on the same day). I used about $130 for a lodging. My PI agreed to pay me the hotel fee because he thinks it's absurd that we have to spend our own dime just to take an exam.
Now it's been a month, and the reimbursement got denied, even with our own "gift" account because the university deemed it as an academic expense, not a business expense which is the only thing that can be reimbursed. This gift account can be used for pretty much any miscellaneous activities, even for things like treating the clients or guests that come visit our labs over multiple days. But they don't want to help out satellite campus students who spend $$ just to go back and forth and take a mandated exam. The only way that can be reimbursed is a separate travel award, which there just isn't any.
Fortunately, my PI was going to give me a raise this upcoming fall semester and decided to bump up the raise to go around this BS, but this doesn't make me feel any less pissed off.

On the one hand, yes, we have to admit that these are being installed in minority areas pretty much 100% of the time. On the other hand, that is where a lot of the crime takes place and a lot of the gunfire, so it makes sense to install these systems in these areas where these happen the most? This article is clearly critical of the system, and it says that there are only arrests made in 1% of the times when it “spots” gunfire. But wouldn’t removing these systems hurt the communities that these are in? Someone help me understand the counter-argument here, thank you!

Data breach unmasks locations of gunshot detection sensors on rooftops of schools that predominantly serve Black youth

Shortly after a dozen gunshots erupted from a stolen red SUV on the northside of Minneapolis this month, emergency dispatchers were notified of the drive-by shooting that shattered a window at the school district’s administrative headquarters.
District officials promptly reported the shooting to the cops, who briefly halted their chase when they encountered a school bus dropping off students. A second police report, this one from a California-based surveillance company, had also alerted authorities to the ear-piercing pops.
The incident resulted in the arrest of three teenagers, who were ultimately chased down by cops on foot and a state police helicopter in the air. Shootings and car thefts have surged in Minneapolis over the last several years and, in a press release, Minneapolis Police Chief Brian O’Hara said that out-of-control youth had become “a danger to themselves and to anyone who happens to be around them.”
Yet in some ways, the teenage arrests were an anomaly: The controversial ShotSpotter surveillance sensors that notified police to the blasts, multiple reports have found, rarely direct police to the scenes of firearm crimes. Concerns about ShotSpotter false alarms and their disproportionate effects on Black residents didn’t stop the city’s school district from secretly partnering with the company, an investigation by The 74 has revealed.
For nearly a decade, Minneapolis Public Schools has made northside campus buildings available to bolster a massive surveillance network that peppers neighborhoods with microphones designed to detect, analyze and geolocate gunfire.
Since at least 2014, the school district has agreed to host nondescript ShotSpotter sensors on the rooftops of campus buildings, according to contracts that were leaked as part of a massive cyber attack on Minneapolis Public Schools earlier this year. Six agreements, signed in 2014 and 2019, authorize the sensors to be mounted atop school buildings “in an ‘out of sight’ fashion. The city maintains the primary contract to station ShotSpotter sensors throughout Minneapolis; the school district simply agreed to host the devices on their property. Last year, the city’s latest contract for the sensors totaled $168,000, according to GovSpend, a database that tracks government procurement.
Subjected to a relentless stream of mass school shootings, school districts nationwide spend billions of dollars each year on campus security, including on gun-detection hardware. Yet ShotSpotter’s footprint in education remains largely unknown. The locations of the gun-detection sensors in Minneapolis and urban communities nationwide have for years been intentionally hidden.
In the leaked contracts, Minneapolis school officials agreed to withhold from the public information about its participation in the surveillance program. Details about the sensor locations, officials agreed, “cannot be disclosed under any circumstances.”
In Minneapolis, campus ShotSpotter locations were uncovered during The 74’s investigation into the fallout from the February cyber attack. Highly sensitive information about students and educators, as well as confidential campus security information, were published online in March after the district failed to pay the Medusa cyber gang’s $1 million ransom demand.
ShotSpotter’s efforts to thwart bloodshed from gun violence is commendable, said Teresa Nelson, the legal director of the American Civil Liberties Union of Minnesota. But, she said, privacy and racial disparities in ShotSpotter locations, as well as reports calling into question the sensors’ effectiveness, outweigh their potential benefits. And efforts to withhold the school district’s ShotSpotter agreement from the public, stifle resident’s ability to engage in conversations about how to keep their communities safe, Nelson said.
Ultimately, “it adds a layer to the idea of policing in our schools” that could be problematic, she said. ShotSpotter coverage of schools, she worried, could send police who are “ready for an extremely dangerous confrontation” to campuses “for no reason” due to false alarms from fireworks, backfiring cars and other loud noises.
“That changes the tenor of policing in that area,” she said. “Police have tremendous power and so the community is entitled to know how they’re using that power and how they’re using new technologies that allow them to effectively conduct general mass surveillance.”
The Minneapolis school district didn’t respond to multiple requests for comment. The district has been criticized for not sharing more information with the public about the nature and extent of the breach — its most recent statement on its website is from April 11. It declined interview requests from The 74 for a May 15 investigation about the breach of closely guarded campus security information and didn’t respond to questions for a May 5 article on the leak of highly sensitive information about students and staff.
In an email, Minneapolis Police Department spokesperson Garrett Parten declined to disclose the number of ShotSpotter sensors deployed across Minneapolis, adding that the company selects installation locations. The technology, he said, “has been an excellent tool in aiding the quick location of shooting victims” so they can receive medical attention “when seconds count.”
“In general, ShotSpotter pinpoints the location of gunfire,” Parten said. “This allows officers to respond directly to a location rather than doing a grid search looking for evidence. As such, Officers are able to quickly locate and secure evidence that might otherwise be removed, compromised, or missed altogether.”
Thomas Chittum, the senior vice president of analytics and forensic services at ShotSpotter owner SoundThinking, said the data breach in Minneapolis is a rare occurrence but the publicly traded company is taking the incident seriously. Though the sensors are regularly placed on municipal buildings like police departments and schools, he declined to specify how many are stationed on campuses in Minneapolis or nationwide. Sensor locations are confidential, he said, to prevent vandalism, retaliation against businesses and agencies that agree to host the devices, and efforts by gunmen to get around the system.
“Now that these things are known publicly, we have to assess whether or not we think it poses a risk to the efficacy of the system,” said Chittum, who retired last year as acting deputy director of the federal Bureau of Alcohol, Tobacco and Firearms. “The sensors are not hard to relocate but we’ll have to assess whether or not that’s feasible and necessary.”
Few arrests, little evidence of gun-related crimes
Researchers and civil rights groups have warned for years that the technology, which is disproportionately deployed in communities of color, could do more harm than good by routinely sending militarized police into high alert over false alarms. SoundThinking maintains that its ShotSpotter sensors are 97% accurate.
The most comprehensive study on ShotSpotter’s efficacy, published in 2021 in the peer-reviewed Journal of Urban Health, reported dismal findings. The analysis of ShotSpotter in 68 metropolitan counties from 1999 to 2016 found the sensors had no significant impact on firearm-related homicide rates or arrest outcomes.
ShotSpotter deployments have been especially contentious in Chicago, where the sensors are disproportionately installed in neighborhoods with large percentages of Black residents. In more than 31,000 incidents each year, ShotSpotter alerts send Chicago police to locations where they failed to find evidence of gun crimes, according to research by the MacArthur Justice Center at Northwestern University’s law school. Between April 2021 and April 2022, researchers found, 90% of ShotSpotter dispatches failed to find evidence of guns. In a 2022 lawsuit, the group accused the city of relying on a surveillance tool that enables discriminatory policing without a clear public safety benefit.
A separate report from the city’s Office of Inspector General, published in 2021, reached similar results, concluding that the alerts rarely produced evidence of gun-related crimes, investigatory stops or recovered firearms. Yet the sensors led police to make more aggressive stops in certain neighborhoods, the office found, offering fodder for advocates who argue the devices lead to the over-policing of Black residents.
In a company-funded report by Edgeworth Analytics, researchers called the MacArthur analysis “misleading” and concluded that, “based on client reports,” ShotSpotter sensors were 97% effective in detecting gunfire.
Chittum said the sensor locations are selected based on historical crime data and rejected advocates’ concerns over racial disparities.
“The people that balk at the idea that you would deploy public safety infrastructure in the place where it could do the greatest good boggles my mind,” he said. “Of course you’re going to deploy it in the place where it’s most likely to help the people that have had the greatest impact from gun violence. I just don’t understand why you wouldn’t want law enforcement to know about shootings that occur in those neighborhoods.”
While the City of Chicago has long been a key ShotSpotter customer and former Democratic mayor Lori Lightfoot called the tool “a lifesaver,” that could soon change. New progressive Mayor Brandon Johnson campaigned on a promise to end the city’s $33 million ShotSpotter contract, vowing to instead “invest in new resources that go after illegal guns without physically stopping and frisking Chicagoans on the street.” After Johnson’s election, the company’s stock prices tumbled more than 25%.
After weighing the costs against their benefits, officials in several cities — including San Antonio, Texas, and Charlotte, North Carolina — have ended their ShotSpotter subscriptions. In San Antonio, officials spent more than $500,000 for the sensors, an expenditure that led to four arrests and seven weapons seizures in a two-year period.
Similarly in Minneapolis, ShotSpotter alerts have rarely led to arrests or evidence of gun-related crimes, according to a local television news investigation. An analysis found that Minneapolis police responded to about 8,500 ShotSpotter activations from January 2020 to September 2021. About 80% of the time, police didn’t locate evidence of a gun-related crime and only 32 activations — less than 1% of the total — led to an arrest.
On one occasion, in 2012, the city temporarily disabled the sensors on New Year’s Eve because the system became overwhelmed by alerts from the blasts of fireworks.
‘Still losing our young people’
The six Minneapolis campus ShotSpotter locations disclosed in the breach are clustered in the city’s northside. Districtwide, about a third of Minneapolis students are Black. At the campuses where ShotSpotter sensors were disclosed, nearly two-thirds of students are Black.
The roughly 33,000-student district operates just shy of 100 schools. It’s unclear whether the devices were placed at a limited number of district locations or whether information about other campuses that serve as ShotSpotter hosts were spared in the data leak. Though police said ShotSpotter alerted them to the recent drive-by shooting — along with calls from educators — the leaked contracts don’t outline a sensor location at the district’s administrative offices.
While the specific locations of ShotSpotter sensors citywide haven’t been publicly disclosed, residents are well aware of their presence in certain neighborhoods, said Marika Pfefferkorn, a Twin Cities-based student privacy advocate and executive director of the Midwest Center for School Transformation. Yet the devices, she said, haven’t done enough to keep people safe.
“It’s not preventing the shots (from being) fired,” Pfefferkorn said. “We’re still losing our young people.”
In Minneapolis, homicides have surged by 166% since 2019 and the number of gunshot victims has more than doubled, according to city data. More than four-fifths of shooting victims in the city are Black, according to the data, as are 89% of suspects.
Outside Minneapolis, three school districts — one in Texas and two in Massachusetts — have purchased ShotSpotter services, according to GovSpend.
In 2021, the Newark, New Jersey, school district agreed to install the sensors on 30 school buildings in predominantly Black neighborhoods, according to a Chalkbeat investigation. Information about the agreement was removed from the school system’s website after the school board received an email inquiry from the education news outlet.
In a 2022 email also exposed in the Minneapolis data breach, a ShotSpotter employee declined to disclose to a school district facilities official the on-campus locations of its sensors, arguing that could allow the information to “fall into the wrong hands.”
“If the location of all sensors became known to the public,” the employee wrote, “criminals would have the capability to disable the gunshot location and detection functionality of the system, or otherwise seriously compromise the law enforcement utility of the system.”
As communities nationwide debate efforts to bolster security in school buildings, parents are demanding a seat at the table, said Kenneth Trump, president of the Cleveland-based National School Safety and Security Services.
“Parents expect authentic, transparent communication from school officials,” he said. When schools and cities equip communities with emerging security technology, officials “had better be transparent about expectations and limitations, and I’m not sure that’s occurring.”
Ultimately, it’s up to the City of Minneapolis to assess whether the sensors work as intended, said Nelson of the ACLU’s Minnesota chapter.
“Without strict limitations and auditing, we can never really be certain that it’s not being abused,” she said. “There needs to be more transparency and more assurances that it’s not going to be abused.”
